UPLAND, California — November 4, 2026. Upland’s November 3 City Council ballot listed one candidate in each of the three reported district races. The early result is therefore not a conventional head-to-head contest, and it does not mean all residents voted for the named candidates.
District-by-district counts
District 2: James Breitling received 3,620 votes, with seven unresolved write-in votes. The registrar listed 17 of 23 precincts reporting.
District 3: Carlos A. Garcia received 1,383 votes; no unresolved write-in votes appeared in this summary. Three of seven precincts were listed as reported.
District 4: Rudy Zuniga received 1,680 votes, with two unresolved write-ins; three of five precincts had reported.
What these numbers can and cannot tell us
The percentages for sole named candidates indicate the distribution of votes counted for the specific office, not participation by all registered voters. Eligible mailed and provisional ballots may still be counted even if precincts are marked reported. Certification is separate from the initial vote tally.
Residents can continue to follow the official county election site for updated figures and final results.
Source and count status: San Bernardino County Registrar of Voters, November 3 general election, midnight Pacific posting (Summary Report #3), available at the official county results portal. These figures are incomplete and not certified. The county expects certification by December 3.
